CONSTITUTION OF THE DEMOCRATIC PEOPLE'S REPUBLIC OF URBONIA
PREAMBLE
The Democratic People's Republic of Urbonia is a thriving, prosperous and victorious state created through the strong will and power of the people under the leadership of President Migs Caldeo, the respected father of the nation.
President Migs Caldeo founded the People's State of San Andreas in 2012 in order to lay the foundations for an independent and sovereign state of the people. He placed forward revolutionary values needed in the course of the construction of the state and ensured the survival of the country.
Under the leadership of President Migs Caldeo, the people launched an uninterrupted campaign of creating a nation that is independent and sovereign in its governance, thriving and prosperous in its endeavors, victorious in its struggles, self-reliant in its activities and places first the interests of the state and people.
President Migs Caldeo, in order to continue the gains created by the San Andrean state and in order to create a nation with self-identity and unity, founded the Democratic People's Republic of Urbonia in the year 2013.
The nation, through the Republic, entered a new phase in its history. CHAPTER I - THE DEMOCRATIC PEOPLE'S REPUBLIC OF URBONIA
ARTICLE 1. The Democratic People's Republic of Urbonia is a secular, democratic and independent country with sovereignty over its territories. It is a unified country belonging to all of its peoples.
ARTICLE 2. The Democratic People's Republic of Urbonia is a republic of the people, from the people, for the people, with all state powers belonging to the people.
ARTICLE 3. The Democratic People's Republic of Urbonia guarantees and promotes the development of its people in all fields, and it strives to build a thriving and prosperous country.
ARTICLE 4. The Democratic People's Republic of Urbonia is the unified country of the people living in its territory. It carries out a policy of equality, solidarity and mutual assistance among all peoples, and forbids all acts that are contrary to this. All of the people in the country has the right to practice, preserve and promote its respective ways of life.
ARTICLE 5. The people exercise state power through the People's Assembly, which represents the will and interests of the people, are elected by them and responsible to them.
ARTICLE 6. Elections of the President and to the People's Assembly are held every year in accordance with universal, equal, direct and secret suffrage. The President and a member of the People's Assembly may be removed from office by the electors or by the People's Assembly.
ARTICLE 7. All state agencies and employees must show respect for the people, serve them devotedly, maintain links with them, listen to their opinions, and submit themselves to their control. All acts that are contrary to this are forbidden.
ARTICLE 8. The Democratic People's Republic of Urbonia observes a multi-party system of government. All political parties are allowed to operate within the country, as long as they confirm to the constitution. The republic guarantees favorable conditions for the effective operations for all political parties.
ARTICLE 9. All citizens have the right to participate in state and social affairs, and it is their duty to protect property, civic rights and interests, national and social order and public life.
ARTICLE 10. The Democratic People's Republic of Urbonia exercises the administration of society by means of law. All state, economic, and social agencies, and all citizens must observe the constitution and the law. They must also prevent and oppose all violations to the constitution and the law. All infringements to the interests of the state and people are to be dealt with in accordance to the law.
ARTICLE 11. The territory of the Democratic People's Republic of Urbonia is sacred and inviolable. All acts that are in contrast to the independence, sovereignty, unity, territorial integrity, construction and security of the republic shall be severely punished in accordance to the law.
ARTICLE 12. The Democratic People's Republic of Urbonia carries out a foreign policy of peace, security and friendship. It intends to expand its relations and cooperation with all countries in the world regardless of political or social ideology on the basis of mutual respect of independence, sovereignty, territorial integrity, equality and mutual interest. The republic actively participates in the common world struggle for peace, independence, democracy and progress. The republic condemns war as a tool for carrying out a national policy.
ARTICLE 13. The Democratic People's Republic of Urbonia's economic policy is to satisfy the people's needs while guaranteeing the creation of a thriving and prosperous republic through a free economic system. The republic shall also create favorable conditions for a thriving and prosperous economy.
ARTICLE 14. All of the country's resources is jointly owned by the state and people of the Democratic People's Republic of Urbonia. The utilization of resources is determined by law.
ARTICLE 15. All production and trading enterprises must fulfill their obligations to the Democratic People's Republic of Urbonia and must follow the republic's constitution and laws.
ARTICLE 16. All illegal economic activities which damages the nation's economy and violates the interests of the republic and its people shall be dealt with by law. The republic guarantees the rights of producers and consumers. All acts which brings about the exhaustion of resources and cause damage to the environment are forbidden.
ARTICLE 17. The Democratic People's Republic of Urbonia shall develop, preserve and promote Urbonian culture, which shall be national, modern, and humanistic. It shall inherit and promote the values of all the republic's peoples. Thought, morality, the essence of the human person and all creative talents are to be developed by the republic. All immoral thought and culture are forbidden and harmful customs are to be eliminated.
ARTICLE 18. The Democratic People's Republic of Urbonia shall develop favorable conditions for the development of all peoples, in terms of education, work, family, and attitude.
ARTICLE 19. The Democratic People's Republic of Urbonia shall promote culture, information, literature, art, science, technology, education, health care, physical culture and sports. The republic shall also expand international cooperation in these fields. All acts which are in contrast to this shall be forbidden.
ARTICLE 20. The Democratic People's Republic of Urbonia shall endeavor to defend the country and ensure national security. All units of the People's Security Force must show loyalty to the republic, and stand ready to activities which are in contrast to the republic and the people's interests.

CHAPTER II - THE FUNDAMENTAL RIGHTS AND DUTIES OF CITIZENS
ARTICLE 21. A citizen of the Democratic People's Republic of Urbonia is a person who is permanently living in Urbonian territory. Applicants for the citizenship of the republic which are not permanent residents in the country's territory shall be considered as state constituents, which shall only enjoy the distinction of being part of this republic but are not protected under the laws of this republic.
ARTICLE 22. The Democratic People's Republic of Urbonia respects the political, civic, economic, cultural, social and human rights of every citizen. These rights are determined by the constitution and by the law.
ARTICLE 23. The Democratic People's Republic of Urbonia ensures the guarantee the rights of citizens, while the citizens must fulfill their duties to the republic. The rights and duties of citizens are determined by the constitution and by the law.
ARTICLE 24. All citizens are equal under the law.
ARTICLE 25. All citizens have the right to participate in the administration of the republic and society and the discussion of problems of the country. All citizens also have the right to send petitions to the government and participate in referendums.
ARTICLE 26. All citizens who have reached the age of 13, regardless of nationality, sex, background, belief, occupation, time of residence, and other factors for discrimination, have the right to vote and to stand in for elections to the Presidency and to the People's Assembly in accordance to the law.
ARTICLE 27. All citizens have the right and duty to work. The republic shall work out plans on the employment of the working people. The republic shall also enact laws on the protection of labor through the creation of benefits for the working people.
ARTICLE 28. All citizens have the right to enterprise, right to land ownership in regards to land entrusted by the republic for use, right to possession and right to inheritance in accordance to the law.
ARTICLE 29. All citizens have the right and duty to receive instruction and training.
ARTICLE 30. All citizens have the right to engage in scientific and technological research, in literary and artistic creation and criticism, and in cultural endeavors. The republic protects intellectual and industrial ownership.
ARTICLE 31. All citizens have the right to health care and to build residences in accordance to the law.
ARTICLE 32. Male and female citizens have equal political, economic, cultural, social, human and family rights. All acts that are in contrast to this are forbidden.
ARTICLE 33. The Democratic People's Republic of Urbonia ensures the protection of marriage and family. Marriage shall conform to the principles of free consent, mutual understanding and equality between husband and wife. Parents have the responsibility to bring up their children to good citizens of the republic, while the children and grandchildren have the responsibility to take care of their parents and grandparents.
ARTICLE 34. Children enjoy protection, care and education under the republic.
ARTICLE 35. All citizens have the right to free movement and residence and they can freely travel to and from abroad in accordance to the law.
ARTICLE 36. All citizens have the right to free speech, right to freedom of the press, right to be informed, and right to assembly in accordance to the law.
ARTICLE 37. All citizens have the right to belief and religion. All citizens can choose to follow or not to follow any religion. All religions are equal under the law. Places of worship for all faiths are protected by the law. Violation to the right to belief and religion or the abuse of this right in order to misuse beliefs and religions to contrast the law is forbidden.
ARTICLE 38. No citizen shall be guilty and be subjected to punishment before being proven so by the People's Court. All citizens who were proven guilty shall be entitled to make reparations for the damages caused and is to be rehabilitated by the republic. Contravening the process in relation to the arrest and trial of a citizen is forbidden. Corporal and capital punishments are forbidden.
ARTICLE 39. All citizens are entitled to the inviolability of their residence. No one can enter the residence of another person without their consent, unless authorized by law. Safety and security to correspondence and communication is guaranteed by the republic.
ARTICLE 40. All citizens have the right to file a complaint and terminations to the proper government agencies against illegal actions of the republic, economic agencies, social organizations, units of the People's Security Force or of any individual. Complaints and terminations are to be examined by the republic in the time frame provided by law. All violations against the interests of the republic and of the people shall be dealt with severely, and damages caused by these violations shall be repaired. Abuse of this right is forbidden.
ARTICLE 41. The Democratic People's Republic of Urbonia shall protect the legitimate rights of its citizens living in abroad and it shall make steps to maintain close ties with citizens living in abroad and to their native country.
ARTICLE 42. All citizens must show their loyalty to the Democratic People's Republic of Urbonia and failure to do so is a high crime.
ARTICLE 43. All citizens have the sacred duty to defend their country.
ARTICLE 44. All citizens have the duty to abide and to defend the constitution of the Democratic People's Republic of Urbonia, national security, social order, and secrets of the republic.
ARTICLE 45. Foreigners residing in the Democratic People's Republic of Urbonia must abide to the constitution and they shall receive protection in regards to their lives, possessions and legitimate interests in accordance to the law. The republic shall also offer asylums to foreigners who are fighting or harmed for their legitimate interests.

CHAPTER III - THE GOVERNMENT STRUCTURE
Section 1 - The President of the Democratic People's Republic of Urbonia
ARTICLE 46. The President of the Democratic People's Republic of Urbonia is the head of state. The President is the guarantor of the constitution of the republic and rights and freedoms of its peoples. The President has the power to adopt measures to protect the sovereignty of the republic, its independence and integrity, ensure the proper and coordinated functioning of the republic's agencies.
ARTICLE 47. The President of the Democratic People's Republic of Urbonia shall be elected to a one-year term by citizens of the republic on the basis of universal, equal, direct and secret ballot. All citizens who have reached the age of 13, regardless of nationality, sex, background, belief, occupation, time of residence, and other factors for discrimination, can stand in for the elections for the presidency. The same person may be re-elected to an unlimited number of terms. Rules for the election of the president shall be in determined by law.
ARTICLE 48. The elected President of the Democratic People's Republic of Urbonia shall be sworn in 7 days after the election results are announced.
ARTICLE 49. The President of the Democratic People's Republic of Urbonia has the following duties and powers:
(1) appoint the Prime Minister, with agreement with the People's Assembly;
(2) appoint and dismiss members of the Government of the Democratic People's Republic of Urbonia, with agreement with the People's Assembly;
(3) appoint and dismiss the command of the People's Security Force;
(4) announce elections to the Presidency and to the People's Assembly in accordance to the constitution and the law;
(5) dissolve the People's Assembly in accordance to the constitution;
(6) announce referendums in accordance to the law;
(7) submit bills to the People's Assembly;
(8) sign and make public the state laws;
(9) address the People's Assembly on the situation and policy of the republic;
(10) govern the foreign policy of the republic;
(11) hold negotiations, and sign treaties and agreements of the republic;
(12) ratify treaties of the republic;
(13) introduce state of emergency in the territory of the republic in accordance to the law;
(14) solve issues of citizenship and granting of asylum;
(15) decorate with awards of the republic, award honorary titles of the republic, and higher military rank;
(16) decide on pardoning;
(17) suspend acts of the government which are in contrast to the constitution, or to the international obligations of the republic;
(18) and, issue decrees and orders in accordance to the constitution.
ARTICLE 50. The President of the Democratic People's Republic of Urbonia is the Supreme Commander of the People's Security Forces.
ARTICLE 51. The President of the Democratic People's Republic of Urbonia shall have immunity, except if he commits an act which corresponds to high treason.
ARTICLE 52. The President of the Democratic People's Republic of Urbonia shall exercise the powers vested in the office from the moment that he is sworn into office until the the term expires and a new President is sworn-in.
ARTICLE 53. The President of the Democratic People's Republic of Urbonia shall cease to exercise the powers vested in the office in the event of resignation, inability due to health reasons or in case of impeachment. In this case, elections for the Presidency are to take place no more than three months after the termination of the term.
ARTICLE 54. In cases where the President of the Democratic People's Republic of Urbonia is incapable of fulfilling the duties vested by the office, the Presidency is to be temporarily be taken by the Acting President of the republic, which has no right to dissolve the People's Assembly, decide on a referendum or to make amendments to the constitution. The position of Acting President is to be taken by the Prime Minister, with the Supreme Chief taking the position if the former is incapable of taking the office. If both the Prime Minister and Supreme Chief are incapable of taking office, the People's Assembly shall elect an Acting President.
ARTICLE 55. The President of the Democratic People's Republic of Urbonia may be impeached only on the grounds of high treason or any crime that corresponds to it, advanced by the People's Assembly and confirmed by the People's Court. The decision to impeach the President shall be adopted by the majority of the People's Assembly. If the decision to impeach its not adopted, then the charges are to be rejected.
ARTICLE 47. The President of the Democratic People's Republic of Urbonia shall be elected to a one-year term by citizens of the republic on the basis of universal, equal, direct and secret ballot. ARTICLE 50. The President of the Democratic People's Republic of Urbonia is the Supreme Commander of the People's Security Forces.
ARTICLE 51. The President of the Democratic People's Republic of Urbonia shall have immunity, except if he commits an act which corresponds to high treason.
ARTICLE 52. The President of the Democratic People's Republic of Urbonia shall exercise the powers vested in the office from the moment that he is sworn into office until the the term expires and a new President is sworn-in.
ARTICLE 53. The President of the Democratic People's Republic of Urbonia shall cease to exercise the powers vested in the office in the event of resignation, inability due to health reasons or in case of impeachment. In this case, elections for the Presidency are to take place no more than three months after the termination of the term.
ARTICLE 54. In cases where the President of the Democratic People's Republic of Urbonia is incapable of fulfilling the duties vested by the office, the Presidency is to be temporarily be taken by the Acting President of the republic, which has no right to dissolve the People's Assembly, decide on a referendum or to make amendments to the constitution. The position of Acting President is to be taken by the Prime Minister, with the Supreme Chief taking the position if the former is incapable of taking the office. If both the Prime Minister and Supreme Chief are incapable of taking office, the People's Assembly shall elect an Acting President.
ARTICLE 55. The President of the Democratic People's Republic of Urbonia may be impeached only on the grounds of high treason or any crime that corresponds to it, advanced by the People's Assembly and confirmed by the People's Court. The decision to impeach the President shall be adopted by the majority of the People's Assembly. If the decision to impeach its not adopted, then the charges are to be rejected.
Section 2 - The Government of the Democratic People's Republic of Urbonia
ARTICLE 56. The Government of the Democratic People's Republic of Urbonia exercises executive power in the republic.
ARTICLE 57. The Government of the Democratic People's Republic of Urbonia is composed of the Prime Minister and a necessary number of Ministers. All citizens who have reached the age of 13, regardless of nationality, sex, background, belief, occupation, time of residence, and other factors for discrimination, and are known to be honest and competent are eligible to be a Minister. The Ministers are responsible to the People's Assembly for their actions. Every Minister participating in the consideration of a matter in a Government meeting is responsible for any decision made, unless he or she has expressed an objection to it.
ARTICLE 57. The Prime Minister of the Democratic People's Republic of Urbonia shall be appointed to a one-year term by the President, with agreement with the People's Assembly. All citizens who have reached the age of 13, regardless of nationality, sex, background, belief, occupation, time of residence, and other factors for discrimination, and is an elected member of the People's Assembly, shall be eligible to be appointed as Prime Minister. The President shall sent a proposal for the candidate for the position of Prime Minister to the People's Assembly and shall vote on its approval. The President may send a new proposal for the candidate for the position of Prime Minister if the People's Assembly does not approve the previous proposal. If the People's Assembly fails to approve a candidate for the position of Prime Minister, then the People's Assembly shall be dissolved and new elections are to be scheduled.
ARTICLE 58. The Prime Minister of the Democratic People's Republic of Urbonia shall send to the President proposals on the structure and policy of the government. He shall propose candidates for the different ministries of the republic. He is responsible to the President and to the National Assembly.
ARTICLE 60. The Prime Minister of the Democratic People's Republic of Urbonia has the following duties and powers:
(1) directs the activities of the Government of the republic;
(2) oversees the matters that come within the powers of the Government of the republic;
(3) chairs meetings of the Government of the republic;
(4) chair the People's Assembly and its meetings;
(5) call into session the People's Assembly;
(6) and, represents the Government of the Democratic People's Republic of Urbonia.
ARTICLE 61. In an event when the Prime Minister is incapable of performing the duties vested by the office, the President shall appoint an Acting Prime Minister with his term expiring on the election of a a new People's Assembly.
ARTICLE 62. The Government of the Democratic People's Republic of Urbonia has the following duties and powers:
(1) submit reports to the People's Assembly of the results of its work;
(2) ensure the implementation of the policies of the republic;
(3) manages the properties of the republic;
(4) carry out measures in relation to the defense of the republic;
(5) implement measures to secure the rights of the peoples of the republic;
(6) release decrees on the implementation of the decrees of the President;
(6) and, exercise powers in accordance to the constitution, the law, and the decrees of the President.
ARTICLE 63. The Government of the Democratic People's Republic of Urbonia have ministries, which is responsible for the matters to be considered by the Government. Each ministry is to be headed by a Minister. The number of ministries is determined by law. Ministers may head more than one ministries. Provisions on the decision-making power of the Government are to be provided by the law.
ARTICLE 64. Matters that falls under the powers of the Government of the Democratic People's Republic of Urbonia is discussed through meetings, with these matters being presented by the appropriate ministry.
ARTICLE 65. If the decrees of the government are inconsistent to the constitution, to the law, and to the decrees of the President, the decree shall be cancelled by the President.
ARTICLE 66. The Government of the Democratic People's Republic of Urbonia shall resign before the newly-elected President.
ARTICLE 67. The Government of the Democratic People's Republic of Urbonia may offer the resignation of the President and the President can accept or reject it.
ARTICLE 68. The President may take the decision on the resignation of the Government, the Prime Minister, or a Minister. The President may grant the resignation of a Minister on the proposal of the Prime Minister. The resigning Prime Minister shall not lose their seat on the People's Assembly.
ARTICLE 69. The President shall dismiss the Government, if it no longer enjoys the confidence of the People's Assembly, even if no request is made. The President shall also dissolve the People's Assembly and schedule new elections.
ARTICLE 70. If the Prime Minister becomes the President or the Acting President, the person holding the position shall be considered to have resigned from the previous office.

Section 3 - The People's Assembly of the Democratic People's Republic of Urbonia
ARTICLE 71. The People's Assembly, the parliament of the Democratic People's Republic of Urbonia, is the highest representative and legislative body of the republic.
ARTICLE 72. The People's Assembly shall consist of one chamber and it the numbers of its deputies shall be determined by law.
ARTICLE 73. The People's Assembly shall be elected to a one-year term. The election for deputies to the People's Assembly shall be determined by law. Deputies to the People's Assembly shall have immunity, except if removal of immunity is authorized by law.
ARTICLE 74. All citizens who have reached the age of 13, regardless of nationality, sex, background, belief, occupation, time of residence, and other factors for discrimination, may be elected to the People's Assembly.
ARTICLE 75. The People's Assembly shall convene for its first session seven days after the election. The first session is to be opened by the oldest deputy. The People's Assembly shall hold sessions on a monthly basis, with extra-ordinary sessions being held through the order of the Prime Minister.
ARTICLE 76. The People's Assembly shall decide among its deputies the Prime Minister, in accordance to the proposal by the President. The appointed Prime Minister shall also retain his position as deputy to the People's Assembly.
ARTICLE 77. The People's Assembly has the following duties and powers:
(1) introduce and approve bills and send it to the President;
(2) approval of decrees of the President for state emergency;
(3) deciding on the elections of the President and People's Assembly;
(4) impeachment of the President;
(5) consent on the appointment of Prime Minister;
(6) deciding the issue on confidence on the Government of the republic;
(7) advancing charges for the impeachment of the President;
(8) and, consent on the appointing and dismissing members of the Government of the republic.
ARTICLE 78. The process of lawmaking is as follows:
(1) The bill is submitted to the People Assembly for review.
(2) The People's Assembly, on the order of the Prime Minister, votes for the approval of the bill.
(3) If the bill is approved, it shall be sent to the President to be signed.
(4) If the law is not signed by the President in seven days, it is returned to the People's Assembly for reconsideration.
(5) If the law is approved on the second voting without changes to its original wording by the People's Assembly, it is to be signed by the President.
ARTICLE 79. The People's Assembly may be dissolved when it:
(1) fails on the third time to appoint a Prime Minister due to refusal of the People's Assembly;
(2) or, expresses no-confidence on the Government of the republic.
ARTICLE 80. If the People's Assembly is dissolved due to cases mentioned on the previous article, the President shall schedule new elections within a month after the dissolution of the People's Assembly.
ARTICLE 81. The People's Assembly may not be dissolved on the basis of the second condition on Article 79 of the constitution within a month after it was elected.
ARTICLE 82. The People's Assembly may not be dissolved once it advanced charges against the President.
ARTICLE 83. The People's Assembly may not be dissolved while in a state of emergency or during one month before the expiration of the term of the President.
ARTICLE 84. The People's Assembly's term shall expire one day before the start of elections.
ARTICLE 85. In case of resignation of a deputy to the People's Assembly, that seat shall remain vacant until the election of the new People's Assembly.

ARTICLE 74. All citizens who have reached the age of 13, regardless of nationality, sex, background, belief, occupation, time of residence, and other factors for discrimination, may be elected to the People's Assembly.
ARTICLE 75. The People's Assembly shall convene for its first session seven days after the election. The first session is to be opened by the oldest deputy. The People's Assembly shall hold sessions on a monthly basis, with extra-ordinary sessions being held through the order of the Prime Minister.

(5) consent on the appointment of Prime Minister;
(6) deciding the issue on confidence on the Government of the republic;
(7) advancing charges for the impeachment of the President;
(8) and, consent on the appointing and dismissing members of the Government of the republic.

ARTICLE 83. The People's Assembly may not be dissolved while in a state of emergency or during one month before the expiration of the term of the President.
ARTICLE 84. The People's Assembly's term shall expire one day before the start of elections.
ARTICLE 85. In case of resignation of a deputy to the People's Assembly, that seat shall remain vacant until the election of the new People's Assembly.
Section 4 - The People's Court of the Democratic People's Republic of Urbonia
ARTICLE 86. Justice in the Democratic People's Republic of Urbonia is administered by the People's Court. Judicial power is exercised through constitutional, civil, administrative and criminal proceedings. The judicial system of the republic shall be in accordance to the constitution and the law. Creation of other courts except the People's Court is forbidden.
ARTICLE 87. The People's Court is headed by the Chief Justice who is a citizen above the age of 13 and is capable of conducting judicial duties. The Chief Justice is appointed by the President, on the proposal of the Prime Minister.
ARTICLE 88. The Chief Justice may be removed by the President, with consent of the People's Assembly.
ARTICLE 89. The Chief Justice shall have immunity, except if removal of immunity is authorized by law.
ARTICLE 90. The Chief Justice shall have the following duties and powers:
(1) administer justice through trial;
(2) ensure equality of both parties in the trial;
(3) ensure complete and independent administration of justice;
(4) and, review and define the constitution and laws of the republic.
ARTICLE 87. The People's Court is headed by the Chief Justice who is a citizen above the age of 13 and is capable of conducting judicial duties. The Chief Justice is appointed by the President, on the proposal of the Prime Minister.
ARTICLE 88. The Chief Justice may be removed by the President, with consent of the People's Assembly.
ARTICLE 89. The Chief Justice shall have immunity, except if removal of immunity is authorized by law.
ARTICLE 90. The Chief Justice shall have the following duties and powers:
(1) administer justice through trial;
(2) ensure equality of both parties in the trial;
(3) ensure complete and independent administration of justice;
(4) and, review and define the constitution and laws of the republic.
CHAPTER IV - NATIONAL SYMBOLS OF THE DEMOCRATIC PEOPLE'S REPUBLIC OF URBONIA
ARTICLE 91. The flag of the Democratic People's Republic of Urbonia is rectangular in shape with a size ratio of 1:2. It is a horizontal tricolor with yellow, green and blue bands arranged from top to bottom.
ARTICLE 92. The national emblem of the Democratic People's Republic of Urbonia is circular in shape. It consists of objects that resemble the national flag, which includes the sun, the land, and the sea. The emblem is bordered by rye, which symbolizes the prosperity of the nation.
ARTICLE 93. The national anthem of the Democratic People's Republic of Urbonia is Long Live Our People's State.
ARTICLE 94. The official motto of the Democratic People's Republic of Urbonia is "One People's Republic Towards the Final Goal".
ARTICLE 95. The capital of the Democratic People's Republic of Urbonia is Shori-shi.
ARTICLE 96. The national day of the Democratic People's Republic of Urbonia is seventh of May 2012, the date of the declaration of independence of the republic.
ARTICLE 97. The official languages of the Democratic People's Republic of Urbonia are English and Filipino.

CHAPTER V - EFFECT OF THE CONSTITUTION AND AMENDMENTS
ARTICLE 100. The Constitution of the Democratic People's Republic of Urbonia is the fundamental law of the republic and has the highest legal effect. All laws must be in accordance to the constitution. The Constitution shall lose be abrogated once a new constitution or a transition to a new form of government is approved.
ARTICLE 101. The People's Assembly alone shall have the right to amend the Constitution. An amendment to the constitution must be approved by a majority of the total deputies.

Reflecting the will of the people and under the powers vested to him, the constitution of the Democratic People's Republic of Urbonia has been signed and ratified by President Migs Caldeo on the fifth day of March, 2013 at 10:33.
